Introduction

Governments worldwide are providing new incentives to raise the competitive bar and reopen the doors to solar energy. The American Recovery and Reinvestment Act of 2009 passed by the Obama administration includes the single largest investment in renewable energy and energy efficiency in history. National renewable electricity standards set by the administration would create significant new demand for solar energy. Recently, Europe and Japan have been the primary sources of growth in the solar cell market. Although the financial crisis in 2009 has halted this growth, the medium- to long-term forecast is for steady expansion of solar cells in these markets as well. In Europe, many large projects are on the drawing board. Sales of solar cells are expected to increase in Japan, too. The Japanese government reinstated a subsidy program for installation of household solar power in January 2009, and is considering the creation of a scheme for selling excess electricity from photovoltaic power generation. With production capacity rapidly changing in the worldwide market and implementation programs on the rise, solar energy appears poised to turn the corner.
